(s) The authority of the Director for the apparent delegation of

authority to the Head of the Marketing Section to fix selling prices in 1946 and 1947.(paragraph 20).

(h) The authority for Government to undertake the financing of

trade between Hong Kong and Japan through the medium of a "Two-Way" Account with the Supreme Commander for the Allied Powers in Japan, in accordance with the terms of the varying arrangements made over the period from December, 1946, to date.(paragraphs 29-48).

(i) The authority of the Director to purchase credits with S.C.A.P.

from the Malayan Goverment for the purpose of paying for imports to Hong Kong from Japan. (paragraph 38).

(j) The limitation of the amount which may be owed to or by

S.C...P. through the "Two-Way" Account and the Authority for the appropriation of public funds involved in the accumulation of balances owing by S.C.A.P.(paragraphs 35-37).

(k) Authority for expenditure in connection with the Tokyo Agents Office to be incurred without the sanction of the Legislature and to be charged to the Japanese Trade Suspense Account. (paragraph 43).

(1) Authority of Government to appropriate public funds for the

purchase and distribution of cotton yarn imported from the United Kingdom in accordance with arrangements made by the Director.(paragraphs 50-51).

The Accountant General has informed me that the departments 1 accounts kept by the Supplies, Trade and Industries Department havo not yet been reconciled with the balances in the Accountant General's accounts, shown in Annexure B, at the 31st March, 1947.
